Hello, Sorry for the late reply, haven’t been on here in months =P Yes I hemmed the skirt because you need to hem the skirt to make a bubble hem. I added the elastic into the hem before I made the pick ups, but I didn’t tighten the elastic in the hem and attatch the hem to the lining till all the pick ups were done. I know this is confusing to explain, I hope you know what I mean if not message me and let me know =)
