Sorry, if I am replying very late. I just read your message.
I have only used the store bought already made fleece bindings. They do not seem to be cut either on bias or even on cross-grain which has the most stretch.
Since I have not used my own binding, my suggestion would be to cut the fleece length-wise. Fleece is stretchable both cross-wise and length-wise grain, use the length-wise cut for binding the hems and collars with gradual curves.
Another trick which I use is to fuse a narrow fusible strip (about 1/2 inch) on all the edges to be bound. Fuse it with low heat.
