When using the piping, do you add the 5/8" seam allowance to the hem?

I need more instruction for the side slit for the capri. The instruction sheet text: Lay piping along lower edge of slits, so cord lies on garment. At slit marks, fold ends of piping out of the way. Stitch close to piping cord. Turn piping down and turn allowances to inside. Press.

There are 2 marks near the seam for the slit. Can someone please confirm what they mean?

Higher up the slit. There is a heavy dashed line about 3.5 inches up from the bottom leg edge that is the same for all sizes. Does this mean to sew the piping up to here?

The lower one is a thin hash mark about 2.5 inches from the bottom edge. It differs how high it is for each size. Should I leave the slit open below here?
