This design by Twinkle by Wenlan is a sneak peak into Wenlans book Twinkle Sews

One skirt, two ways: Cerulean blue wool knitted tricot gives structure to this perfect winter workweek skirt, but if you want to create a look that’s more luxe, make it in shiny fabric such as brocade, duchesse satin, or gold Lurex™.

This pattern is following the size chart of Twinkle by Wenlan, which you can find here on step 5 of the instructions..

Baffled by the seam allowance on this pattern. The instructions call for adding it (in confusing varying measurements, depending on the piece), but the printed pattern itself claims it already includes 5/8 seam allowance. Which is it?

What sizing chart does this pattern follow? It says the chart is on page 5 but there is only two pages. Also, should I cut by waist or hip measurements? Thanks!
