Cut fabric. For our bigger scrunchie, cut 22" x 4 1/2". Less width also looks nice. Depending on the thickness of your fabric, you may want more or less length to affect the bunching. Cut the elastic. We cut ours 10", but again, depending on the stretchiness of your elastic, you may want more or less.

These are also great as garters (costumes, weddings, naughty outfits for your man, etc) if you make them in a larger size with wider elastic. Make the elastic long enough that when you wrap it around your thigh with an inch overlapping it fits snugly. Usually you'll want to add at least an extra third to half of the length of the elastic to make the length of the fabric.
