In general:
You make as many single layers of toule as you want and sew them all together under the fold of an elastic waistband. The more layers the more volume the tu-tu will have. This can also be used to create an underskirt.

First; measure out a strip of toule, enough to wrap around your waist at least one and a half times. Make sure the toule is about 10cm longer than you want the finnished lenghth.

Step 3 of 7
Cut from the top of the strip downwards about 10 cm and repeat along trying to keep the distance even. The shorter the distanve between the cuts, the more gathered the tu-tu will be.

The cuts down from the top should create strips. Tie these tightly around a thin piece of elastic. Trim off the ends of the to leave the knot around the elastic.

Repeat these steps to create as many layers as desired.

Step 6 of 7
When you have as many layers as you want, sew them on to a thick piece of elastic (a colour that matches, or compliments the toule suits well). Once all the layers are sewed on, fold the elastic over the knots of all the layers and run a stitch to seal the elastic.

Sew the tu-tu round so that it joins and can be worn around the waist, or simply add a button or catch.

Erm... that is a very strange way to make a tutu skirt. I don't understand it either.
