Do you mean let them out by an inch at each side seam? Not possible if there is no fabric to let out.
You COULD unpick the waistband and the side seams and add in a stripe of a contrast fabric all the way down. You’d also have to add the same to the waistband at each side, or just cut a whole new one a couple of inches longer.
