I am hoping to make this Tulle skirt

I am unsure as to whether it is a circle skirt or a gathered a-line skirt? I would really like to fasten it with a zip so any advice on how to fit a zip in tulle would be great.

I’d say it’s a gathered circle! A few layers of the tulle cut in a circle with the waist edge larger than the waistband and gathered onto it.
You don’t put the zip in the tulle, only in the under layer under the tulle. You just leave the back seam in the tulle open from waist to zip bottom: it’s light and fluffy and doesn’t fray, and disguises the zip nicely. Sew all the layers of tulle sepatately, then sew into the waist once you have assembled the base layer (and I’d advise using a decent weight satin rather than just light weight lining fabric, and make that layer fit the waistband without any gathers) and are ready to attach the waistband.
