Burda Style For people who sew

I realize this is a vague question, but does anyone have any remote idea on how i might begin to make a dress like this:

  Actually saw the dress was designed by Christian Siriano,Top strapless with some vertical draping like shells, skirt part overlay looks like an explosion of tulle, much larger version of a zulily tutu the ones used for the little girl beauty contest under skirt. It is Avaunt-Guarde to say the least.
