I’m stuck on the very last stage of this baby coat…

The instructions say:
’Work buttonholes in right front. On left front, work top buttonhole for inside button. Sew buttons in place to match buttonholes, and as marked."
That’s all they say about it but 1) I don’t know what the inside is supposed to look like – is t attached to the inside/lining of the right front? 2) Should I make just two buttonholes in right front? Or all four?
I’m super confused.
This is what the front piece pattern looks like:
(There’s just one for both left and right.)
