Simplicity offers 3 Steampunk patterns in its catalogue in the Costumes section.http://www.simplicity.com/p-7517-misses-steampunk-costume.aspxhttp://www.simplicity.com/p-5900-misses-steampunk-costume.aspxhttp://www.simplicity.com/p-6060-misses-steampunk-costume.aspx
Look for back issues of BurdaStyle that feature Carnaval costumes, usually published a month or two before Easter. There could be a pattern or two there, unless the pre-teen wants to turn a German dirndl into a Steampunk version (dirndls were published in the last couple of years in the magazine).
How keen is your pre-teen to help with the prep/cutting/sewing? How keen are you in investing your time on these styles? I think the costumes could wait until she has learned to sew herself and probably by 16, is more willing to put the effort into it.
Regular clothes-May and June issues have dresses and beach/summer gear. Also look for the semi-annual BurdaStyle Easy Fashion-aimed at older teens/young adults, it tends toward trendy styles. You would be likely able to modify lengths to meet both your and your daughter’s preferences (as some styles tend to be revealing or short). From the French site, a link to Spring/Summer 2012 Easy Fashion/Couture Facile which might be available in non-English languages only:http://www.burdafashion.com/fr/Magazines/burda_Couture_facile_Printemps-ete_2012/1270777-1794554.html

BurdaStyle magazine January 2008 had a Queen of Punk costume in the Carnaval section.http://www.burdafashion.com/fr/Magazines/Archives_des_magazines/Special_carnaval/1270777-1463237-1579053-1579062.html
It looks simpler than the Victorian Steampunk look.
Burda’s pattern catalogue has Young patterns too, so look at that for clothing patterns. Example, Tops:http://www.simplicity.com/c-863-tops.aspx?pagenum=2
Plus the Burda Creative section features accessory patterns for Young line too.http://www.simplicity.com/c-873-burda-creative.aspx
In Burda’s Costume section, there is an 1888 period dress that would work for the Steampunk era. #7880.http://www.simplicity.com/p-7284-burda-style-history-1888.aspx
While on the French Burda site, I saw a preview of the August BurdaStyle. There’s a white blouse with lace insets (image 8/19) that definitely would be easier to make Steampunk than committing to a dress in that style.http://www.burdastyle.de/aktuelles/news/burda-style-08-2012-modelle-aus-heft-8_aid_4349.html
