My name is Toral and I am looking for a seamstress that can make a high volume of Indian blouses (I already have some samples to show you). I would prefer that the person be based in the New York City area, but am flexible.

I’d suggest that you get the word out through the NYC fashion colleges via their career employment offices. There could be student(s) willing to work on your project if the terms can be agreed upon.
