Again about lolitas, I really want to find the easiest and best way to make a Lolita dress like this:

There are two links to petticoat tutorials below. Making a petticoat is not hard but it is time consuming—pretty much all petticoats are! Luckily these projects are fairly easy in terms of the skill needed BUT they will take some time—from what you are saying it sounds like you do not have very much sewing experience, so my best advice to you is to take it slowly, make sure you understand all the instructions and do not skip any steps!
Making a bodice like a tank top will NOT work since tank tops are normally made of stretch fabric and lolita dresses are normally made of fabric that is woven/does not stretch. I would suggest trying to make the skirts before you start making dresses.
