Do you want to couture method or the easy method? :)
The easy method is to interface the two collar pieces as needed, then with right sides together, stitch the top edge, leaving open about 3/4" at the end. Press, then clip seam allowance, turn, and press.
Pin the outer collar piece to the bodice, right sides together, leaving the inner collar piece free, matching center front and center back. Stitch collar to bodice. Clip seam allowance; press seam allowance towards collar.
Fold under and press under-collar’s neck edge seam allowance, allowing it to extend a 1/8" below the neck line. Pin. Slip stitch ends of collar close. From the outside, stitch in the neck line’s “seam ditch”, catching the under-collar.
