The intrustions for the pocket flaps on the jacket I’m making say, “4 1/2” long, 3 1/2" wide, finished width 1 3/4"

Does that mean the finished width after sewing will be 1 3/4", meaning the measurements they gave me includes seam allowance?

Then the measurements for 4 narrow bands says, " 15 3/4" long, 1 5/8" wide (incl. seam allowances)"
Does that mean seam I have to add seam allowances or it’s included?

    The bands, yes they have already included the seam allowances. The pocket flaps, probably not. Does it mention anything in the “cutting” instructions bit?
