I want to sew a skirt, but the problem is:
My measurement dont fit to any size – it`s a mixture.
So I know that the pattern couldnt fit.
But how can I change it?

Start with your hip measurement and alter the waist to fit your waist measurement. Trace your pattern and alter the copy to preseve the original to refer to and for when/if things go Horribly Wrong™. ;) Then make a toile/test garment to test the fit
