You can buy a trim — might even be called edge tape — that’s woven on a bias and pre-folded. One side is just slightly longer than the other. You pin or baste it in place with the small side on the right side of your garment. The long side is on the back, so that when you stitch, you’ll catch it. Sorry, not sure about your 2nd question.

Yes you can make your own bias tape. Fold fabric with top edge folded over to side edge ( make sure you have straight edges. This makes an angle of 45’. Press this.Cut strips about 3cm wide ( depends on the finished effect you want ) Parallel to this angle. If you need to join them they must be done on the straight thread. It is possible to buy a bias tape folder to fold in both cut edges ( this can be done by hand pressing in place if cotton fabric – or press lightly.. BUT provided to use an even seam allowance e.g half cm. It can EITHER be stitched onto the right side of the garment and turned over to the wrong side and hand hemmed onto stitch line. OR stitched onto the wrong side and rolled over and machine stitched on the right side covering the first machine line.
To make spaghetti straps – cut similar bias strips. Fold in half with right sides together and machine stitch with a narrow seam. Leave long threads at one end. Thread these into a blunt darning needle and slip this needle through the inside of the strip and carefully draw the strip through itself. Hope this helps

If you are using a jersey or stretch knit there is no need to cut it on the bias. Just use the fabric cut straight across: there’s enough stretch in it to work, and you apply i as if it was bias tape. :)
