I assume you mean trousers and not panties (I’m British and you can’t hear accents in writing : )). I think you just draw the new waistline the same distance down from the current one all around, i.e. if you are dropping it 3 inches at the front, do the same at the side seams and the back.
You would have to make a new waistband, but you can make that by drawing it on the section you cut off and then adding seam allowances. It would be best to make a toile, or pin or baste the seams before you permenantly stitch them, just to check the fit.
