I would like to make a dress similar to the one pictured below, but I’m not sure how exactly to do the skirt. It looks ungathered at the waist but has a lot of fabric at the bottom, could I achieve this with a circle skirt or does it look like there are added panels for volume? Also, does anyone know of a pattern similar to this so I can know how much fabric to purchase? Any tips on what kind of tulle to buy? Thanks!

From the drape of it, I would think silk tulle with lace applique on it, probably all, applied by hand! Lots of lovely work…
For the bodice, you could use something like the Coffee Date Dress bodice: make in the silk base fabric and overlay the tulle and lace. Leave off the frill! http://www.burdastyle.com/patterns/coffee-date-dress-multisize-sample
I should think a single circle per layer for the skirt, but you’d need 3 or 4 layers to give that cloud like look.
The best way to work out the yardage is to find out how wide your tulle is, and draft out a scale drawing of the most economical layout. Exactly how much you need depends on the number of layers and the size of the circles you need.
