thanks for your suggestion I did cut out the circles but when i attached them they did not drape in the front and i have cut out many circles …..maybe i nedd to play with it until i can get it just right

Probably! It’s one of those things that works best by experiment… Getting the correct arc is a bit of an arcane art.

It’s not really a circle though – if i see the same picture? I would draw a ‘flattened’ shape of the ruffle/ flounce first – the neckline plus the lenghth, to get the v-shape. Then slash the pattern from the bottom in regular intervals, flare the pieces apart, Trace over it again, smoothe out the edges. The look of the ‘waves’ you get depends on how much you flare apart and where you put the slashes (think at the bottom of the triangle). I would definitely try this out with a draft first, not to waste the fabric, even if a different fabric will fall slightly different.
