it looks like a simple sweetheart bodice and gathered skirt. the ruching on the bodice looks like a but more work, but with a light enough fabric you should be able to hand drape it in a similiar manner. I would start by ruching the back to the front, and then put in 2 diagonial pieces on the bust and drape (it is hard to explain what i mean) after that i would put some applique where you see fit. there are a couple of tutorials on burdastyle on how to drape in the learning section,http://www.burdastyle.com/techniques/a-novices-guide-to-draping. and i would check out gertie’s post about applique: http://www.blogforbettersewing.com/2012/02/finished-rose-applique-dress.html

You could use http://www.burdastyle.com/projects/32011-strapless-tea-length-wedding-dress as a base pattern to get you started and only use one layer of the skirt and lengthen/shorten to desired length. Then add draping and applique as suggested above by leashbean.

The March 2011 issue had some dresses for weddings and style 101 is sort of close except bodice cups are peaked, not rounded and skirt has two tiers.
