The nstructions definitely state the Petersham ribbon as a waist band and the line drawing shows it exposed, so I’d go with that if I were making it. The instructions seem to say to attach the first piece of ribbon to the seam allowance, then the next piece is attached to the inside, so with both pieces used, it would seem that the first faces the inside and the second the outside, thus making the waistband show its pretty self next to the lace Good luck!
