You need to star with a skirt pattern that is much wider at the waist than at the hem. Sort of V shaped. Pleat the excess into the waist line.
To get the best effect you will probably need to drape it rather than use a flat pattern, and experiment with an interlining to stiffen it.
You may have to mount this on a pencil skirt shaped lining to help it hold the shape, though I can’t tell if they did this with the original. The side seams of the skirt also look curved, so factor that in when you experiment.
