There is a pattern I want to sew for my daughter but she is 36 (8) and the pattern starts at 38.
My idea is to resize the pattern using the printer. For example, I can set the printer to print 95% of the actual size.
Will it work?
What percentage is size 36 from size 38?

I’m not sure that will work. Dress sizes don’t go down on a linear scale, but proportionally, keeping in mind the assumed height of the target wearer. I think this is about 5’6" for Burda. Things like side seams tend to stay more or less the same… As you will have to alter the garment for it to fit her perfectly anyway, why not make up a toile in the size 38, having carefully checked her measurements against the size chart (especially if a 36 is her standard Ready to Wear size, not her Burda Pattern size, as the two might be quite different), and then fit it to her, rather than resizing the pattern.
