actually, bustles are bid with the steampunk crowd, though they usually go for a bustle skirt.
if you are going to try a bustle with pants, i would wear it with long pants, and possibly make them a matching set (same fabric and trims). depending on how punk/goth you are, you sould not only have the tie at the waist, but maybe a few chains loosely connecting the bustle to the pants farther down (like around the knee). maybe pretty ribbons for a more romantic look?
i think that you could pull it off if it matched something, but a stand alone bustle with regular jeans would look a little silly, to me anyway.
i might just have to try this myself!
