well a leotard is much like a swimsuit, just different fabric and usually a higher backline (at least when you get into adult sizes). i know that the green pepper company makes some great one piece swimsuits; they look fairly easy to alter too.
as for ballet skirts, those are just simple chiffon wrap skirts. i’d take a piece of chiffon long enough to wrap around your daughter + a few inches (like 4?), hem 3 edges (two short edges and one long), sew the other long edge to a piece of (grosgrain) ribbon the length of the chiffon plus enough to tie. you can always take the dimensions of an existing skirt and lengthen them to fit once she’s grown.

Chiffon wrap skirts won’t work that way- trust me. I’ve tried. You have to make them like a circle skirt. In order to make a pattern, draw a circle the size of your daughter’s waist. Then draw a larger circle around that circle with 8- 12 inches between the two. Then cut from the center hole to the outside edge. then sew a ribbon around the smaller hole and either hem or serge the outside edge.
