dress makers dummy-Looking for how to adjust measures

I was just given a what seems like very nice dummy. It is adjustable on all 4 sides, has a neck adjustment and a stand that is adjustable with hemline chalk marker.
Problem the fabric covering it is falling apart and making brown dust everywhere, how can I recover this and are there any videos/blogs to show me how to correctly use the measureing slides(they turn and the size changes) Do they all have to be turned to the same number? etc
