I recommend that you search online with the words “code geass prison dress” and also seek anime convention sites that have cosplay discussions, to see photos of completed dresses made by cosplayers. I saw at least one dress online though I had to click on the poster’s profile to access the photo. You may be inspired to make your own pattern or find a commercial pattern that you can modify.
The other idea is to get a screen capture (resized to smaller image) of the character in the dress printed off and you ask someone with some fashion history knowledge what fashion style or period the costume is. Share that information with us, then someone here might be able to tell you if a pattern in that style (roughly) has been published in the BurdaStyle magazine or in the envelope patterns.

Hello,
Thank you very much:) I finally helped myself … I bought rearranged and cut in a month I sewed a dress … maybe I had a chance earlier … Now I will go into the next cosplay … hopefully can manage alone again:)
