As for the front panel/sleeve combination, I’ve seen this described as shrug sleeve. Bolero sleeve may also work for you. http://www.kaboodle.com/reviews/grey-embroidered-shrug-sleeve-top

I’d call it an Empire line dress with cap sleeves and a sweetheart neckline.
